Comments: Extract from the &ldquo;Philatelic Journal of India&rdquo;. &ldquo;Thanks to the kindness of Major J.C.&nbsp;More,&nbsp;the Political&nbsp;Agent,&nbsp;we&nbsp;have&nbsp;seen&nbsp;a&nbsp;set&nbsp;of&nbsp;British&nbsp;Indian&nbsp;stamps&nbsp;overprinted&nbsp;&lsquo;KUWAIT&rsquo; for use at the place.&rdquo; &ldquo;The history of this issue is interesting. Originally&nbsp;Indian&nbsp;stamps&nbsp;were&nbsp;in&nbsp;use at&nbsp;the other&nbsp;Gulf&nbsp;posts,&nbsp;and&nbsp;Indian&nbsp;inland&nbsp;rates&nbsp;were&nbsp;charged.<br /> <br /> On August 1st, 1921, however, the post and telegraph offices were transferred,&nbsp;lock, stock, and barrel, to the Iraq administration, the reason being that for geographical&nbsp;reasons&nbsp;the&nbsp;telegraph&nbsp;could&nbsp;only&nbsp;be&nbsp;run&nbsp;by&nbsp;Iraq,&nbsp;and&nbsp;it&nbsp;was&nbsp;considered desirable&nbsp;that&nbsp;both&nbsp;should be run by the same people.<br /> <br /> It was then proposed to use Iraq stamps, but as Kuwait&nbsp;is politically quite independent of Iraq, this was held to be politically inexpedient. Indian&nbsp;stamps therefore continued to be used until April 1st, 1923, when the overprinted stamps&nbsp;were issued. We understand, however, that foreign rates of postage are now in force&nbsp;between&nbsp;India and Kuwait, as in the case of Iraq.&rdquo; (Stamp Collecting, July 21st, 1925).
